In a coastal region of Vietnam, known for its beautiful scenery, mountainous terrain and paddy fields, the IT sector is seen as key for the economic development of the entire region.
Last week saw the Quang Ninh Provincial People's Committee in the Vietnamese province of Quang Ninh sign a cooperation agreement with the Vietnam Software and IT Services Association (VINASA) to develop the region’s growing technology sector.
As part of the Hà Nội - Hải Phòng - Quảng Ninh northern economic triangle, the entire is region is considered abundant in resources with great potential for widespread economic development.
The cooperation agreement was signed by Dang Huy Hau, standing vice chairman of Quang Ninh Provincial People's Committee and Truong Gia Binh, chairman of VINASA at the provincial People's Committee office.
The agreement covers seven broad areas that aim to develop the regions IT sector, such as the incubation of IT enterprises in Quang Ninh province; apply effective solutions in building smart city and digital government; at the same time, building regulations and policies, creating favourable conditions for IT enterprises to invest and develop business in Quang Ninh province in accordance with the law.
Furthermore, support is expected to be given to help build, deploy and promote the investment efficiency of new models in the field of information technology such as e-government and smart city.
The agreement also covers the establishment of a centralised IT park in Quang Ninh province, with investments in education and training, as well as infrastructure, facilities, as well as initiatives to attract domestic and international IT organisations and enterprises to invest in the area.
In turn, these investments are expected to attract experienced IT professionals to the area, including research and development expertise.
The People's Committee of Quang Ninh and VINASA are also expected to cooperate in the development of a comprehensive IT human resource strategy Quang Ninh province, with the creation of new training institutions, with organised IT human resource development programs, especially human resources for the fourth industrial revolution for Quang Ninh.
Delving deeper, the development of the entrepreneurial and creative innovation ecosystem in Quang Ninh province is also on the cards, with efforts focused on promoting start-up and national innovation.
In addition, efforts are afoot to promote, develop and popularise e-commerce across the Quang Ninh province, especially in the localities of Ha Long, Mong Cai, Uong Bi, Cam Pha, Van Don and Quang Yen.
The signatories will also work together to help build international cooperation programs between Quang Ninh province and organisations and localities in developed countries with strengths in IT, with a focus on building digital government and smart city capabilities.
Meanwhile, VINASA plans on working with the Quang Ninh People's Committee to organise programs, projects, conferences and seminars to promote the development and application of IT as a foundation and motivation. promoting economic development for the whole province.
